1. Map every property to its actual jurisdiction

Do not manage a Valley portfolio as one legal zone. Record whether each property is City of Los Angeles, another incorporated city or unincorporated County, then attach the correct official housing source.

2. Calendar known 2027 rent periods

LAHD's 3% RSO annual figure runs through June 30, 2027. DCBA's published RSTPO figures also run through June 30, 2027. Calendar the next annual publication/review instead of carrying a percentage forward automatically.

3. Reconcile resident-file documentation

Check executed lease/addenda, occupants, deposits, condition reports, concessions, parking/utilities, notices, communications and maintenance records. Correct missing operational records without backdating or inventing evidence.

4. Separate voucher procedure from rent-control procedure

HACLA payment standards and rent-reasonableness processes do not replace applicable rent-control or notice rules. Use the correct authority for each decision.

5. Recheck before acting
