Start with jurisdiction

Many familiar Valley neighborhoods such as Northridge, Van Nuys and Woodland Hills are within the City of Los Angeles, while other Valley-area addresses can be in independent or unincorporated jurisdictions. The mailing city alone can be misleading.

Check Los Angeles RSO status directly

LAHD tells renters and landlords to use ZIMAS and the Housing tab to identify RSO status for a Los Angeles property. The current RSO annual increase is 3% through June 30, 2027 for covered units.

Check unincorporated County coverage separately

For an unincorporated L.A. County property, use DCBA's RSTPO resources rather than assuming City of Los Angeles rules apply.

Then evaluate statewide law

Local rent stabilization and California statewide tenant protections can overlap differently depending on the property. Exemptions and notice requirements are fact-specific; do not infer them from property type alone.
