Use one documented screening policy

Apply lawful written qualification and verification procedures consistently rather than improvising extra scrutiny based on appearance, accent, source of income or another protected characteristic.

Operational guidance is not a substitute for the law, lease, housing-program rules or company policy that applies to a specific property. Verify consequential decisions before acting.

Verify through independent channels

Where lawful and permitted by policy, verify material identity, income or employment information through reliable approved sources rather than trusting a document solely because it looks professional.

Look for inconsistencies, not stereotypes

Conflicting names, dates or unverifiable contact details can justify a policy-based follow-up. Voucher status, occupation or an unfamiliar document format does not itself prove fraud.

Document the decision

Keep the facts and screening rule supporting the outcome. If consumer-report information contributes to an adverse action, follow applicable notice requirements.
