FMR is a HUD benchmark

HUD Fair Market Rents are part of the voucher framework, but the FMR is not automatically the rent a landlord receives for a particular unit.

Operational guidance is not a substitute for the law, lease, housing-program rules or company policy that applies to a specific property. Verify consequential decisions before acting.

The PHA adopts payment standards

The administering public housing agency adopts payment standards under federal rules. SAFMR areas can use ZIP-code-level FMR information.

Rent to owner still needs approval

The proposed unit rent is subject to the PHA process, including rent-reasonableness requirements. A payment standard is not a guaranteed approved contract rent.

Tenant portion is separate

Household income, payment standard, gross rent and utility allowance can affect the household calculation. Do not promise a tenant portion before the PHA determines it.
