Rhode Island does not use one general statewide percentage ceiling for ordinary private residential rent increases. A fixed-term rental amount generally cannot be changed unilaterally during the term unless the agreement provides a lawful mechanism. Covered leased-land lot rent uses a separate § 34-18.2-5 framework with 60 days' written notice and a possible arbitration path, so it should not be flattened into the ordinary residential workflow.
