Montana does not configure a general statewide percentage cap for ordinary private residential rent increases from the authoritative framework reviewed, and § 7-1-111(26) prohibits local governments from controlling the amount of rent charged for private residential or commercial property, subject to the statute's local-government-property and housing-authority carveout. Section 70-26-109 provides a specific month-to-month path: written notice at least 15 days before the expiration of the month may change lease terms, including rent, effective at the expiration of that month. That 15-day mechanism is not a universal rule for fixed-term leases or assisted-housing programs. Montana Department of Commerce separately requires participating Housing Choice Voucher landlords seeking a rent increase after the initial 12-month lease to give 60 days' notice to both the family and Commerce.
