D.C. rent-controlled housing uses an annual adjustment framework with coverage, registration, exemption and tenant-category requirements. For Rent Control Year 2026 (May 1, 2026 through April 30, 2027), the Rental Housing Commission published a 4.1% standard cap for other covered tenants and a 2.1% cap for qualifying registered elderly or disability tenants. A rent increase cannot become effective until the first normal rent-payment day occurring more than 60 calendar days after notice is given to the tenant.
