Illinois does not impose a general statewide percentage cap on ordinary private-market residential rent increases, and 50 ILCS 825/5 bars units of local government from controlling the amount of rent charged for private residential or commercial property, while preserving control of residential property in which the local government has a property interest. Current Illinois Attorney General guidance states that rent cannot be raised during a fixed-term lease before the lease expires.
