Rhode Island does not use one general statewide percentage ceiling for ordinary private residential rent increases. Section 34-18-16.1 requires at least 60 days' written notice before a covered residential rent increase and separately requires at least 120 days' notice for covered month-to-month tenants over age 62, subject to specified facility and housing-program exceptions. A fixed-term rental amount generally cannot be changed unilaterally during the term unless the agreement provides a lawful mechanism. Covered leased-land lot rent uses a separate § 34-18.2-5 framework with 60 days' written notice and a possible arbitration path, so it should not be flattened into the ordinary residential workflow.
