Missouri does not impose a general statewide percentage cap on ordinary private residential rent increases, and RSMo § 441.043 prohibits counties and cities from regulating the amount of rent charged for privately owned residential property, subject to statutory public, subsidized, and Community Development Block Grant exceptions. Missouri Attorney General guidance states that an oral month-to-month rental agreement can be changed to raise rent with one month's written notice, and explains that one month means a full calendar month that includes a full rental period. That guidance is tenancy-specific. RSMo § 441.060 separately governs termination of month-to-month and other tenancies and should not be converted into a universal rent-increase effective-date rule for written or fixed-term leases. A written fixed-term lease controls its rent terms unless it provides a lawful change mechanism.
