Indiana does not configure a general statewide percentage cap for ordinary private residential rent increases from the authoritative framework reviewed. Indiana Code § 32-31-1-20 bars local governmental units from regulating rental rates for privately owned real property unless authorized by the General Assembly. Section 32-31-5-4 provides a default of at least 30 days' written notice before a landlord modifies a rental agreement unless a written rental agreement provides otherwise. IHCDA's current 2026 Federal Programs Ongoing Rental Compliance Manual separately requires at least 60 days' written notice before a rent increase for HOME-assisted units.
