Utah does not configure a general statewide percentage cap for ordinary private residential rent increases from the authoritative framework reviewed. Utah Code § 57-20-1 prohibits a county, city, or town from controlling rents or fees on private residential property unless the Legislature expressly approves it. Current § 57-22-4 does not establish one universal standalone ordinary rent-increase notice period; its 15-day month-to-month language applies to a fee, fine, assessment, interest or other cost not included in the rental agreement, not to rent generally. Section 78B-6-802's 15-day periodic-tenancy rule is an unlawful-detainer/possession rule rather than a universal rent-increase deadline. Covered mobile-home park periodic tenancies use a separate § 57-16-4 rule under which rent or fee increases are unenforceable until 60 days after notice is mailed, and § 57-16-18 separately bars rent increases during the specified planned-change-of-use notice period.
