Kentucky does not configure a general statewide percentage cap for ordinary private residential rent increases from the authoritative framework reviewed. KRS 65.875 reserves private-property rent-control legislation to the General Assembly, while preserving public-housing and federal-grant programs. Kentucky's URLTA is local-option under KRS 383.500: where adopted, KRS 383.565 makes rent and term rental-agreement terms, and KRS 383.695 supplies 30 days for terminating a month-to-month tenancy. That 30-day period is a termination rule rather than a universal statewide rent-increase deadline. In jurisdictions where URLTA is not in effect, KRS 383.195 separately supplies one month's written notice to terminate a tenancy at will or by sufferance; it likewise is not a standalone rent-increase rule. KRS 383.705's retaliation provisions are also within the locally adopted URLTA range.
