Alabama Code § 11-80-8.1 prohibits local governmental units from enacting, maintaining, or enforcing rules that control the amount of rent charged for private property. Max Rental Tools does not configure a general statewide percentage cap from the authoritative statewide framework reviewed. Section 35-9A-441 supplies notice periods for terminating week-to-week and month-to-month tenancies, but it is a termination statute rather than a standalone rent-increase notice rule. Automated rent-increase notice generation therefore remains gated and the lease and tenancy context must be reviewed.
