Massachusetts does not impose one general statewide percentage cap for ordinary private-market rentals. For a tenancy-at-will, rent can change only with notice under the same timing used to terminate the tenancy: the longer of 30 days or one month before the next rent payment. During a fixed-term lease, the monthly rent ordinarily stays the same unless the lease allows a change. Voucher and local program rules can differ.
