Staatliche Grundlage
Ohio does not configure a general statewide percentage cap for ordinary private residential rentals from the authoritative framework reviewed. Sections 5321.19–5321.20 generally preempt political subdivisions from imposing rent control or rent stabilization on private residential premises regulated by Chapter 5321 while preserving stated public-property, code and voluntary-incentive exceptions. Section 5321.17 uses 30 days for terminating or failing to renew a month-to-month tenancy and seven days for a week-to-week tenancy; those are termination rules rather than a standalone universal ordinary rent-increase notice schedule. Section 5321.06 keeps lawful rent and duration terms within the rental agreement, and § 5321.02 separately prohibits specified retaliatory rent increases. Manufactured-home parks use a distinct § 4781.40(B) path requiring written notice with an effective date at least 30 days after notice for disclosed rental-fee changes and barring a rental-fee increase during the current agreement term.
