The short answer

For New York City rent-stabilized apartments, the Rent Guidelines Board adopted a 0% guideline increase for both one-year and two-year leases commencing on or after October 1, 2026 and on or before September 30, 2027.

The controlling timing question is the commencement date of the renewal lease. A renewal beginning before October 1, 2026 generally falls under the prior guideline year even though the later rates were adopted earlier.

What the adopted 2026–27 guidelines say

The NYC Rent Guidelines Board's adopted summary for Order #58 states that both one-year and two-year rent-stabilized apartment leases commencing October 1, 2026 through September 30, 2027 receive a 0% guideline adjustment.

NYC's Rent Increase Guide repeats the same upcoming rule. This is a guideline freeze for qualifying rent-stabilized renewals in that commencement window, not a statement that every possible charge associated with every apartment is frozen.

If your renewal starts before October 1, 2026

For rent-stabilized leases commencing October 1, 2025 through September 30, 2026, NYC's current guide lists a 3% guideline increase for a one-year lease and 4.5% for a two-year lease.

That makes the renewal commencement date more important than the date the tenant signs, the date the Board voted, or the date the renewal offer first arrived. Check the start date printed on the renewal form before applying the 0% figure.

One year or two years? The guideline percentage is the same

If the renewal actually begins in the Order #58 window, both the one-year and two-year guideline adjustments are 0%. The percentage itself therefore does not favor one term over the other for that renewal.

The term still determines how long the lease lasts and when the next renewal occurs. Future Rent Guidelines Board rates for leases beginning after September 30, 2027 have not yet been set, so a tenant should not assume a future freeze or increase when choosing a term today.

The NYC renewal-offer window matters

New York State Homes and Community Renewal states that rent-stabilized tenants may choose a one-year or two-year renewal. In New York City, owners generally must offer the renewal in writing not more than 150 days and not less than 90 days before the existing lease expires, and tenants generally have 60 days to choose a term, sign, and return it.

If the owner offers the renewal late, HCR provides special timing rules and tenant options. Keep the expiring lease, renewal form, envelope or electronic delivery record, and the fully executed renewal so the commencement date and offer timing can be reconstructed.

What to verify before signing

Confirm that the apartment is actually rent stabilized, identify the current lease expiration date, confirm the proposed renewal commencement date, compare that date with the correct Rent Guidelines Board order, and review the legal rent shown on the renewal form.

If the renewal shows an increase despite a 0% guideline period, ask management to identify the legal basis for each additional amount. Separate lawful adjustments or other regulated charges can require their own analysis, so do not assume either that every increase is valid or that every increase is automatically prohibited.
