North Carolina does not configure a general statewide percentage cap for ordinary private residential rent increases from the authoritative framework reviewed. G.S. § 42-14.1 generally preempts counties and cities from regulating the amount of rent charged for privately owned residential rental property while preserving statutory exceptions for public property, subsidized agreements, Community Development Block Grant-assisted properties, and owners or operators receiving local funding or incentives. G.S. § 42-14 supplies seven days to terminate a month-to-month tenancy, two days to terminate a week-to-week tenancy, and a separate 60-day termination rule for a tenancy involving only rental of a manufactured-home space; those are termination provisions rather than a standalone universal rent-increase notice schedule. North Carolina Housing Finance Agency guidance separately uses a 60-day submission/effective-date process for covered Agency rent-increase requests and requires a 60-day tenant notice for HOME properties.
